Old Age Pension:

The protective umbrella of Social Security in the form of Old Age Pension was provided to Old, Destitute Persons in 1964 for the first time. The beneficiaries who are more than 60 Years of age and permanent resident of Haryana Government get Old Age Pension @ Rs 1000/- per month. Total beneficiaries under the scheme are 81712 (As on April 2014). A sum of Rs 68,82,94,900/- has been distributed during the Year 2013-2014 as Old Age Pension.

Widow Pension:

The scheme was started during 1979-80. Under this Scheme, Financial Assistance @ Rs 1000/- per month w.e.f. 01/2014 is granted to those Widows whose annual income is less than Rs 30,000/- per annum and are permanent resident of Haryana State. A sum of Rs 30, 24,16,750 /- has been distributed to 32485 Widows during the Year 2013-2014 as Widow Pension.

Pension to Physically Handicap:

This Scheme was started during the Year 1980-81. Under this scheme, Physically Handicapped persons (aged 18 Years or above) who have no means of subsistence or cannot do any work to earn their livelihood are eligible for pension @ Rs 1000/- per month (w.e.f. 01/2014) provided that they are permanent resident of Haryana and physical handicapped percentage is more than 70 % and annual income is less than 30,000/-. A sum of Rs 7,43,49,500/- has been distributed to 9408 Physically Handicapped Beneficiaries during the Financial Year 2013-2014.

Ladli Pension:

Under this scheme, families who have only two girls and have no boy child are eligible for pension @ Rs. 500 per month provided that they are permanent resident of Haryana and the applicant must be at least 45 years old. A sum of Rs. 75,67,000 /- has been distributed to the Ladli Pensioners during the financial year 2013-14.

Financial Assistance to Destitute Children

Under this scheme, a child under 21 years of age who has been deprived of parental support or are by reason of death, continues absence from the home of his father for the last 2 years, or father/mother has been sentenced imprisonment for a period of not less than one year or physical or mental incapacity of a parent and whose parents/ guardian’s income does not exceeds 30,000 per annum shall be eligible for financial assistance of Rs. 500 each to children (maximum two children). A sum of Rs. 2,23,79,400 was distributed during the financial year 2013-14.

Financial Assistance Non School Going Children (NSGC)

Under this scheme, I person having disability in the age group of below 18 years shall be eligible of grant of assistance of Rs. 700/- per month. The applicant should be a domicile of Haryana. A sum of Rs. 8, 42,000 /- was distributed during the financial year 2013-14.

Dwarf Pension

Dwarves ware eligible to get a sum of Rs. 500/- per month as assistance. A sum of Rs. 36,000 was distributed during the financial year 2013-14.

Eunuch Pension

A sum of Rs. 500/- is also granted to eunuch as financial assistance.  A sum of Rs. 36,000 was distributed during the financial year 2013-14.

 National Family Benefit Scheme.

Under National Family Benefit Scheme, Central Assistance is given in the form of lump sum family benefit for households below the poverty line on the death of the primary breadwinner in the bereaved family. The amount of central assistance under the above scheme is Rs. 20000/- in case of death of primary breadwinner due to natural or accidental causes. The family benefit is paid to such surviving member of the household of the deceased who, after Local enquiry is determined to be the head of the household. The death of such a primary breadwinner should have occurred while he or she is more than 18 yrs. of age and less than 60 yrs. of age. A sum of Rs. 30,60,00 was distributed during the financial year 2013-14.

 Rajiv Gandhi Parivar Bima Yojna

Persons of age 18 years and above but below 60 years of all the families in Haryana whose names appear in the voters’ list of Haryana or who hold Ration Card issued by the Food and Supplies Department of Haryana shall be covered under this Scheme. Except the categories of family excluded in sub-para (ii) below and subject to the condition that the benefit will be admissible for only one member of the family. However, in cases where more than one member die or are injured in the same accident, benefit can be given in respect of all the dead or injured. Benefit of the scheme for death or permanent disability resulting from accident occurring even outside Haryana shall be extended under the scheme. (a) Gross annual income from all sources exceeding n, 50,OOO/-. (b) Employees of Government and its Public Sector Undertakings. Cooperative Institutions. Universities. Government Aided Institutions etc. as they are already covered under Group Insurance Scheme.

Unemployment Allowance to Disabled Persons

All educated unemployed, applicants shall be eligible for the grant of unemployment allowance who are physically handicapped in accordance with the criteria given in Appendix-I and are enrolled:- (a) An applicant should not be availing of financial assistance under any pension, maintenance or scholarship scheme of the State or Central Government or from any other organisati0on or agency; (b) State/ Central Govt. employees and also those of the public Sector understanding, local bodies and quasi-Govt. institutions, who may have been dismissed from service or are in receipt of pensions form such employers and persons convicted of cognizable offences involving moral turpitude shall not be eligible for the benefits under this scheme. Financial assistance will be given for a period of six year from the date of application or registration in the Employment.

Scholarship to Disabled Students

The main purpose of these scholarships is to assist physically handicapped persons to secure such education, technical or professional training as would enable them to earn a living and become useful member or Society. The disabled students (deaf, blind or orthopedically) upto the age of 20 years shall be eligible for scholarships for general education upto Metric/Higher Secondary

Integrated Child Development Services Scheme :

The Scheme was introduced in District Sirsa in 1977-78 as Madhosinghana Project which was later known as Madhosinghana at Sirsa. It was started with 100 Anganwari Centres. Thereafter, in 1983-84, four other projects started as Ellenabad, Rania, Dabwali and Baragudha and whole area of Sirsa Distt was covered under this scheme. Odhan and Nathusari Projects were started in 1991 and 1993 respectively. At present, Seven Projects are functional and 714 Anganwari Centres are functional under this scheme.

The following services are provided under this scheme :-

Supplementary Nutrition Programme : Under this programme, the beneficiaries in the age group of Six Months to Six Years, and Pregnant and lactating mothers are being covered in AWC’s. 300 Calories for children, 500 Calories for mothers, and 10-12 gram protein for children , 20-25 grams proteins for mother are being as supplementary feeding. Against a target of 48552 Children in the age group 6 Months to 6 Years, 50563 Children have been covered during the year 2004-2005 per month. Against the target of 11424 pregnant and lactating mothers, 11949 mothers are being covered in this component.

PreSchool Education : Under this programme, the children in the age group of 3 to 6 years are being covered. Against a target of 28560 children, 25287 children were covered per month during the year 2004-2005.

Immunization : Immunization services are also being provided by ICDS to the beneficiaries covered by AWCs in the villages with the help of Health Department. This job is performed by AWWs of ICDS with the assistance of ANMs and LHWs of Health Department. Whole population of this area is covered in all types of Immunization Programmes including pregnant mothers and all age group children.

Health Check-up : Under this programme, health check-up of pregnant and nursing mothers, 6 Months to 6 Years children is being done by Medical Officers, ANMs and LHWs etc with the cooperation of ICDS staff in AWC’s. Weighing of 6 months to 6 years children is also being done under this programme. Medicines and Medical advice is also being provided by MO to malnourished children and mothers in AWCs. If severely malnourished case is found, the same can be referred to Civil Hospital or PHC etc.

Health & Nutrition Programme : In this programme, the women in the age group of 15-45 Years are being covered and provided Health and Nutrition Education by AWWs, Supervisors, CDPOs and PO time to time on different occasion. During the year 2004-2005, 11949 mothers per month were covered under this component.

Personal Hygiene & Sanitation : Under this programme, the children and women covered in ICDS Programme are being educated about Personal Hygiene & Sanitation of their surroundings.

Adolescent Girls Scheme : Started in 1994 by Central Government, this scheme covers Blocks Rania, Ellenabad, Sirsa and Dabwali of District Sirsa. Girls in the age group of 15 to 18 Years are the beneficiaries. Girls in the age group of 15 to 18 Years are covered and are imparted different type of Trainings like Stitching, Painting, Cutting, Dye, Embroidery etc. In addition to this, they are prepared about their Personal Hygiene, Fundamental Rights and Duties etc. Now, this Scheme has been shifted in block Baragudha, Odhan and Nathusari Chopta w.e.f. March 2002. 1100 Adolescent Girls were covered during the year 2004-2005.

Apni Beti Apna Dhan : This Scheme started on October 2, 1994 by State Govt. The families belonging to Schedule Caste, Backward Class and Below Poverty Line are covered in this scheme. A sum of Rs 500/- is given as cash payment to the mothers of the Girl Child upto three living children. 2541 Beneficiaries were covered during the year 2004-2005.

Balika Samridhi Yojna : Started on August 15, 1997, this Scheme covered Below Poverty Line Families by depositing Rs 500/- in the account of Girl Child. A sum of Rs 112000/- has been deposited among 225 beneficiaries during the year 2004-2005.

National Maternity Benefit Scheme : Under this Scheme, a cash payment of Rs 500/- is given to the pregnant mothers of Below Poverty Line families, wherein, a sum of Rs 20500/- has been distributed among 41 beneficiaries during the year 2004-2005
